Revising China' s Pesticide Regulations - An Opinion

随着农药市场专项整治行动的不断深入,《农药管理条例》的薄弱之处也逐渐显现出来,根据“整治市场、法律先行”的原则,应进一步完善《农药管理条例》的有关内容,建立农药经营许可制度、强化农药标签管理、建立农药购销档案制度、细化和完善农药违法行为的处罚规定,充分发挥《农药管理条例》对农药生产、经营和使用的监督管理作用。

As the pesticide market continues to undergo steady regulatory reform, weaknesses in the document Pesticide Regulatory Statutes are gradually appearing. Under the principle that “law should precede market reform”, relevant sections of Pesticide Regulatory Statutes should be revised. Systems should be established for pesticide business licensing and pesticide commerce record keeping, regulation of pesticide labeling should be strengthened, and laws regarding punishment of violators should be improved and written in greater detail so as to allow Pesticide Regulatory Statutes to fully exercise its regulatory role over pesticide manufacturing, marketing, and application.
