科学发展观是以人为本、全面、协调、可持续发展的有机统一。以人为本是生态环境保护立法的价值追求所在,全面发展是生态环境保护的目的所在,协调发展是生态环境保护的内在要求,可持续发展是生态环境保护的关键。
The scientific concept of development is an organic unification of human-oriented, overall, harmonized and sustainable development. Human-orientation is the values of environmental legislation, an overaU development is the object of environmental protection, a harmonized development is the inner requirement of environmental protection, and sustainable development is the key factor of environmental protection.
