Preliminary Exploration of Law of Information-Substance-Efficiency and Mode of Urban Harmonious Administration

首次尝试提出信息物质效能定律,将物质、信息置于一个系统中考虑,以效能将两者有机动态联系,揭示了三者间内在制约、激励和统一的关系;并结合GBCP城市和谐管理模式,阐述了信息物质效能在城市管理中的作用方式;进一步以此公式对北京市东城区“万米单元网格管理法”进行了解释,深入地说明了信息化在和谐城市管理中的作用。

The article try to put forward the law of information-substance-efficiency for the first time, which gives consideration to substance and information in one system, organically and dynamically related by efficiency, and reveals the internal restriction, inspiration and unification among the above three factors. It also combines GBCP urban harmonious administration model, illustrates the function method of information-substance-efficiency in the process of urban administration. The formula is further used to explain“ 10,000-meter-unit grid administration method” of Dongcheng District, and elaborate the function of informafization in urhan harmonious administration.
