依据系统科学的观点和方法,以武器装备战备建设为对象,从系统的角度出发,提出系统决策的概念;把决策者也作为决策研究的基本要素之一,与决策目标、决策方案、决策约束及决策准则一并视为系统决策变元,对装备战备建设系统决策特征进行分析研究.

Based on the views and methods of system science and with weapons war readiness building as its subject and from a system point of view proposes, the concept of system decision-making is given. The decision-maker is studied as a basic component in decision-making research and regarded as a variable along with decision objective, decision plan and decision constraints. Characteristics of system decision-making for weapon war readiness are analyzed.
