摘要
针对电厂引进外资建设的分岛原则进行了探讨,分析了各种方式的利弊;论述了国外咨询公司和中方设计院作为业主工程师的作用与职责;提出了在编制分岛招标书时应注意的一些问题;对涉外工程分岛招标的设计管理提出了几点建议供参考。
Discussing the principle of Island-division for the power plant using foreign capital, and analysis to the advantages and disadvantages in different island modes; Discussing the roles and responsibilities of the foreign AE company and Chinese Design Institute as the Owner＇ s engineer; Providing some suggestions for preparing the bidding documentation in Island-dividing mode as well as for the design management.
