城市弱势群体的政策救助和道德救助

On the Policy Aid and the Moral Aid for the City Disadvantaged Groups

在社会体制的变迁、产业结构的调整的社会转型期中,产生了社会性弱势群体。城市弱势群体相较于农村弱势群体而言,缺乏可供支配的生产资料,故更应得到救助。对城市弱势群体的救助包含政策救助和道德救助。政策救助包括完善社会保险制度、完善分配调节制度、完善社会救助制度。道德救助包括建立城市弱势群体的救助基金、建立成人希望职业学校、建构心理咨询信息服务中心。

In the social transformation period of the changes of social system and the adjustment of industry structure, the social disadvantaged groups emerge. The city disadvantaged groups, compared with village disadvantaged groups, particularly, should be offered aid. The aid for the city disadvantaged groups includes the policy aid and the moral aid. The policy aid contains the improvement of social insurance system, distribution adjustment system and social aid system. The moral aid contains establishment of city disadvantaged group aid funds, Hope Vocational Schools for grow-ups and information service centers of psychological consultation.
