摘要
不同性质的大学有不同的组织结构和类型,但大学作为传承文明、发展科学的学术组织,应该有一些共同的特征,其组织结构和运行机制亦是如此。大学组织结构在构成上应注意充分发挥行政权力与学术权力的双重效应,在层次上应遵循扁平化的基本原则,并逐步建立行政权力纵向联系与学术权力横向影响的矩阵形结构,注意组织权力的分散化和系统的开放性。良好的运行机制是保证大学组织结构有效性发挥的重要保障,因此,大学应致力于构建包括领导、教育教学管理、科研管理、人才管理、财务与后勤管理在内的体制网络,同时要依靠教职工实行民主管理,并强化纪检、监察、审计、资产管理等部门的监督职能。
Different kind of universities have different management structure and functional mechanism, but universities as an academic organization for passing cultivation and developiffg science, have something in common, management structure and functional mechanism are not the exception. In management structure administrative power and academic power need to be equally emphasized. Good functional mechanism is the guarantee of effectiveness of management structure. Therefore universities need pay attention to establishing a framework including leaders, management of education and teaching, management of human resource etc, meanwhile relying on all the staff to implement democratic management, strengthening the supervision function of related sectors.
