关于林纸一体化工程建设的探讨

The discussion on the combination project of forest and paper

2003年底国务院批准的《全国林纸一体化工程建设“十五”及2010年专项规划》对中国造纸工业的发展具有较特殊的重要意义。我国纸及纸板生产增长的关键是纸浆生产跟不上,因而实施林纸一体化工程建设,增加木浆生产,实为发展国内造纸工业的迫切需要和必要选择。文章提出了实施林浆纸一体化发展存在的一些困难和推进林浆纸一体化发展战略的建议。可以预期,通过国家林纸一体化发展战略的有关政策推动,国内木浆生产增长情况会有较大改进提高。

This paper put forward that some difficulties existing and some strategy proposals to promote the combination of forest and paper. It can be predicted that the output of wood pulp produced in our country will be increasing much through the implementing about some govermment policies of forest and paper combination.
