我国行政成本居高不下的原因及对策探析

Analysis of the Causes for the High Administration Cost in China and its Countermeasures

我国行政成本居高不下的原因主要表现在冗官冗政,奢侈成风、官僚特权等六个方面。当务之急,一要引入成本核算机制;二应实行精兵简政;三要施德政,戒奢靡;四要积极推进公车和公务招待两项改革;五要实行责任追究制和问责制,尽量减少决策失误;六要倡导求真务实,消除浪费现象。只有这样,才能有效降低行政成本,提高行政效率,为构建社会主义和谐社会服务。

In China the administration cost has long remained high. Causes for it mainly include verbose administration, luxury living style, special official priorities and so on. To lower the administrative cost, first of all, cost accounting mechanism should be introduced; secondly, the administrative personnel resources should be reselected to construct a more efficient staff and simpler administration; thirdly, good virtues should be emphasized in administration and luxury living style should be eradicated; fourthly, reforms should be taken in the aspects of managing the vehicles for public affair purposes and the service entertaining activities; fifthly, responsibility-ascertaining mechanism should be introduced in the purpose of reducing the losses caused by decision-makers; finally, a realistic and practical working attitude should be advanced and wastes should be reduced. Only in this way can we efficiently lower the administrative cost, raise the administrative efficiency and construct a harmonious socialist society.
