单独依靠政府来供给公共物品的方式,受到越来越多的挑战。尽管蒂伯特创造性地提出以辖区竞争的方式来提供公共物品,但蒂伯特模型所需要的前提假设在现实中很难实现,并且还存在局限性。其改革趋势必须从退出机制和竞争机制走向多抉择的制度安排。

Common goods supplied by government only is challenged by many factors. This paper analyes the precondition of the Tiebout model,debates the Tiebout model＇s limitation. It believes that only though the exit and competition mechanism the government supplied-goods does not efficient to meet the local resident＇s preference. The tiebout model should bereformed towards the polycentric governance organization designed.
