The urban design control policy in the USA is one that is centered around its design review system,guided by and based on its design guideline and supported by its block system.It is a new formation in the course of development of planning system in the USA intended to make up for the inefficiency of the block system in the control of such non-quantifiable factors as the city image and environmental quality, helping to control the urban construction in terms of aesthetics and perception in order to create a better urban spatial pattern and an agreeable living environment.
