摘要
自2003年5月北京大学推出《北京大学教师聘任和职务晋升制度改革方案》的征求意见稿以来,围绕这次人事体制改革,学术界与社会都纷纷加入到讨论中来,社会各界人士都在探讨这一改革草案的利弊,分析这一制度的逻辑理念,并以此为契机考察中国大学改革发展的问题。同时在我国的近邻日本2003年也开始进行了一场对国立大学彻底的制度性改革,即国立大学独立行政法人化改革,全面的铺开。日本大学改革的一些经验,尤其是实施方式的选择,给我国大学改革以启示。
A great discussion broke out in the society, especially in academic circles, after Beijing University put its exposure draft of the personnel system reform. People began to discuss and analyse the logic idea of the reform, and started to see about the problem of China's university reform. At the same time, a complete system reform, Japanese Staterun university legal personalization had been undertaken. The author will discuss some experience, especially the choice of reform method in Japan so as to provide some useful revelations on China's university reform.
