分级的教育财政体系有利于调动地方办学的积极性,但也不可避免地造成高等教育非均衡发展,造成公平问题。为此,建立规范的高等教育财政转移支付制度是必要的,需要提出高等教育财政转移支付的总目标及相应的策略。

The graded fiscal system of education is in great favor of mobilizing the enthusiasm of local government to develop education and promoting the development of higher education. However, inevitably it also causes the unbalanced development and partiality of higher education. The article focuses on the necessity of establishing the transfer payment in higher education and brings forward the general target of the transfer payment and some corresponding strategies.
