对政治大国的追求是以往日本的总体目标,但对国家全面的外交战略的研究和思考,是在小泉纯一郎执政的时候。2002年11月28日,日本提出了一份题为《21世纪日本外交基本战略——新时代、新视野、新外交》的研究报告。这个报告将日本放在大的国际环境下进行分析,全面分析了当今国际形式的特点,提出了日本今后的战略方针和任务。进入小泉时代,中日之间的矛盾成扩大趋势,这不仅影响日本的发展,同时也影响中国的发展。

The general goal of Japan in the past is the pursuit of becoming a major political power in the world, but it is Junichiro Koizumi＇s administration that began to study and ponder the overall diplomatic strategy of Japan. As a result, a report entitled Japan Basic Diplomatic Strategy in 21st Century——New Era, New Viewpoint, New Diplomacy is issued by the Koizumi administration on November 28, 2002. Based on the analysis of the current international situation, the report puts forward the future strategic guidelines and tasks of Japan. It is under the Koizumi administration that the conflict between China and Japan tends to be expanded, which influences both the development of Japan and of China.
