摘要
作为通商贸易之所,约开商埠的租界和自开商埠通商场都划定了通商场所,可资利用的土地问题是首要解决之端--而租界和自开商埠的土地制度一种实行永租,一种取消了永租;一个租赁关系相对稳定,一个则表现为易变。新制度经济学认为,创新制度的实施是经济绩效产生的关键,本文从考察两种商埠的土地制度的差异来分析其产出的不同及其关键所在。
As trade ports, the most important problem to resolve is the land systems of concession and trade places in self-established trading ports: the former carries out eternal leasehold system and is steady-going, the latter abrogates the eternal leasehold system and is unstable. According to the theory of the new institutional economics, the Innovative Institution is the key for the economical performance. This article discusses the differences between the two kinds of land systems and the reasons of the different performances.
