本文叙述了瑞士中立外交政策产生和发展的原因,认为瑞士永久中立除了有其深刻的历史背景和重要的地理因素之外,还有同它的人民长期以来为捍卫和平中立的努力和奋斗是分不开的;瑞士的中立外交政策不仅给瑞士人民在政治上经济上和其他各方面带来了巨大的利益,使之成为世界几百年来从未发生过战争的惟一国度,同时也为世界和平作出了重要贡献。永久中立政策使蕞尔之国瑞士变成了举世瞩目的“大国”,成为世界各国心目中的“伊甸园”和学习的楷模。

This paper probes into the reasons why neutrality was assumed by Switzerland and how it evolved, arguing that, besides the important historical and geographical factors, Switzerland＇s permanent neutrality is attributed to its people＇s strenuous efforts for peace and neutrality in its history. This foreign policy of Switzerland has not only greatly benefited its people politically and economically, making it the only one country in the world that has never been involved in a war for in the last hundreds of years, but also contributed a lot to the world peace. The policy has made the small country “great,” which becomes an “Eden” of peace for other countries to worshin.
