西部地方政府在营造法制环境中的责任

Responsibility of West China's Local Government in Creating the Environment of Rule of Law

营造良好的法制环境是西部大开发战略顺利实施的基本保证,但良好法制环境的营造,尽管需要全社会的共同努力,仍需要政府在其中承担起相应的责任,才能使法制环境真正呈现出良好状态。本文从实际出发,对西部地方政府在营造法制环境中的主要责任进行分析,以促进西部开发的顺利进行,同时加快政府成为责任政府的进程。

A favorable environment of rule of law is the guarantee of West Development. This paper makes an analysis of the main responsibilities of local governments in west China in creating the environment of rule of law so as to push forward West Development and to urge local governments in west China to become responsible governments.
