Approaching the Reform and Development of Forestry National Nurseries in Fujian

根据2003年对福建省林业国有苗圃基本情况和经营状况的普查和2004年对其改革与发展现状的调研,分析制约国有苗圃改革与发展的存在问题,提出了要突破改革瓶颈,应当提高一个认识、澄清一个观念、防止两个倾向、把握两个方向、重视两个优化、强调两个结合、盘活国有资产。

On the bases of the general surveies of basis situation and managemental condition of forestry national nurseries in Fujian in 2003 and the investigation and research on the nursery in 2004, this paper analysed the existing problems of restricting the national nursery reform and development, and raised that 1 realization should be improved, 1 conception should be cleared, 2 tendencies should be avoided, 2 directions should be mastered, 2 optimizations should be attached importance to, 2 combinations should be emphasized, the national capital should be revitalize in order to breakout the reform bottleneck.
