A consensus conclusion concerning the scope of public security management hasn＇ t been reached up to now. The reasons are mainly due to the lack of a scientific theory to define its scope. Three factors should be considered as the requirement in constituting public security management, that is, speciality as the scope, legal prescription as the basis and organic organization system as the mechanism.
