我国农村剩余劳动力转移的机制研究

On Mechanism of Transfer of Surplus Labor Force in China's Rural Districts

通过对我国农村剩余劳动力的现状的陈述及造成这一现状的原因的分析,发现二元结构及强化这一结构的一系列制度是现在农村剩余劳动力转移困难的深层次原因。在此基础上,文章提出了促进“城市就业”的制度改进和促进农村“就地转移”的措施改进的两条途径来解决农村剩余劳动力转移问题。

According to the statement of present surplus labor force in rural districts and the analyses of the reasons causing the situations, the author discovers that dualistic structure and system strengthening the structure are the ultimate whys that leads to the difficulties in transferring of surplus labor in the countryside. Based on the above analyses, the paper puts forward that there are two approaches can solve the problem, the first approach is to speed up the system reform on employment in city, the second approach is to accelerate surplus labor to work at home.
