摘要
晚清借债筑路是一种开放性的思维。借债筑路活动是洋务求强活动的继续。借债筑路是清政府在国家处于半独立情况下的利用外资活动,在一无资金,二无人才和技术的情况下,依靠外国进行铁路建设,要保持完整的利权实际上是不可能的。借债筑路活动成效显著,初步筑成了中国国家铁路网络,促使了中国交通的近代化。借债筑路的主要方面应该给予肯定。
The policy of borrowing money from foreign countries to build one 's own railroads is an open policy. For lack of fund, experts, and skills, it was impossible for Qing government to maintain its ownership of railroads. Therefore, it was wise to borrow foreign funds building its own railroads. Since then the railroad net had been constructed in china, promoting the modernization of Chinese trasportation.
