社会转型过程中的社区党建工作存在职责任务与实际工作职权、力量相矛盾,日常事务性工作与党建工作难以兼顾,党建工作新内容与社区党务工作者认知度、居民理解度出现偏差,有限的经费难以保障日益扩大的支出等难题。

There exist difficulties in the Party construction work in the communities in the process of social transition such as the contradictions between the obligations and tasks and the actual work power and strength, the inability to give equal attention to routine work and party construction work, the deviations between the new contents of party construction and the cognition degree of workers of party affairs and understanding degree of residents in the communities, and the inadequate money for the increasing amount of expenditures.
