To Regulate Junk Messages Lawmaking Should Go First

手机和互联网短信的迅猛发展为我们的生活带来了极大的便利,但同时也产生了日益严重的垃圾短信问题。现有的法律法规难以有针对性地解决垃圾短信问题,需要通过制定和修改有关法律法规,就垃圾短信问题进行专门立法。指出垃圾短信立法的重点是制定部门规章,对电信网络运营商和ISP的行为加以规范。

The drastic development of SMS has brought much convenience to our life. In the meantime, the increasing junk messages problems arise. Up to now, there＇s no specific Law and regulation to deal with junk messages, thus rules or policies should be made or revised to curb the prevalence of junk messages. Specific rules are in bad need to regulating the SMS rehted activities of network operators and ISPs.
