目前已经形成共识,国有企业改革的深层次问题就是产权问题。应清醒地认识到,国企改革的路径选择事关我国社会经济关系的方向,并非私有制才具有最充分的动力。公有制能否具有充分的动力,关键在于国有经济能否与市场经济有效结合。实践已经并将继续证明,通过对国有经济进行战略性调整,建立现代企业制度,加强企业管理,公有制经济同样能够与市场经济实现有效结合,同样能够增强发展动力和竞争活力。

Nowadays it comes to the common sense that property right is the problem on the deep level of reforming the state-owned enterprises. We should be aware of it clearly that the way of reforming state-owned enterprises concers aobut the way of our social economy and we believe that not only private economy has the most efficient motivatoin . Whether the public ownership is powerful or not mainly depends on it combines with market economy properly. It has proved and will prove that with strategic adjustment of state-owned economy, establishment of modern enterprise regulations and enforcement of enterprises management, state- owned economy will be able to combine with market economy and enhance its development force and competitive power in the same way.
