正如社会主义本身要经历不同的发展阶段一样,社会主义和谐社会的构建也要经过不同的发展阶段。当前,构建社会主义和谐社会仍然处于起步阶段,必然受到发展、稳定以及法治等方面不和谐因素的制约和影响,各地应该立足于实际,不能盲目攀比,脚踏实地地正视不和谐因素,促进社会发展,维护社会稳定和加强民主法治建设,以适应构建社会主义和谐社会的需要。

Abstract： As socialism will go through different developing stages, even socialism and harmonious society found will also pass dif- ferent developing stages. Now forming socialist harmonious society is still in the initial stage, so the development, stabilization as well as the aspects such as rules by law influence and restrict it. Thus, we should think about the practical cases, and can not vie blindly, treat harmonious factors seriously. Promotes social development and maintain society to stabilize and strengthen democratic rule by law, so as to suit to form the needs of socialist harmonious society.
