The impact of electrict industry regulatory reforms on prices is reexamined by using me panel oata for l OECD countries of the period 1987-1999. The results are compared with those found in an earlier study in 2000. It can be found that expanded retail access is likely to lower the industry prices and increase the price differential between industry customers and household customers. But the unbundling of generation and the introduction of a wholesale spot market do not necessarily lower the price and may possibly result in a higher price, This finding is not consistent with expectations. But it is plausible according to recent experiences in many countries.
