论党的执政能力建设的制度构建

加强党的执政能力建设,必须以制度创新形成一整套更加科学、民主、法制的执政体制和机制。为此,必须推进党内关系的民主化,构建党内民主的科学制度;必须推进党政关系的法制化,构建依法执政的科学制度;必须推进党与社会关系的和谐化,构建有效调解社会利益的科学制度;必须推进政党制度建设的规范化和程序化,构建党际关系的科学制度。

To reinforce the party＇s administration capability, it must to be formed a set of more scientific, more democratic, and more legal of administration system and mechanism by system innovation. Hence, having to move forward the democratization of the relationship withing the party, build scientific system of the democracy withing the party, propel the legalization of the relationship between the party and governments, create scientific system for legal administration, improve the harmonization of the relationship between the party and society, construct scientific system for efficiently adjust social benefits, accelerate the standardization and orderliness of the political party＇s system construction, constitute scientific system of the relationship between parties.
