Important Contents in the Theory of Recycling Economy and Strategies for Promoting Recycling Economy

将世界循环经济思想的发展过程划分为思想萌芽产生、思想形成和战略提出三个发展阶段。循环经济具有六个基本特征,其内涵是废弃资源的再利用和资源的节约利用。解决经济发展的资源约束和改善经济环境,建立较为完善的循环经济法律政策体系、生产组织体系和生产技术体系。

This paper holds that the evolution of the idea of recycling economy experienced three stages. They are the stage of emergence, the stage of systematic idea formation, and the stage of transforming into strategies for economic development. With six basic features, the central points of the recycling economy are to deepen the natural resources processing, i. e. to utilize natural resources economically, and to re-utilize the wasted materials from industries and daily life. The practical significance of recycling economy in China should be solving the restrains from natural resources in the economic development, and improving the environment. The necessary legal and policy system, the productive organization system, and the productive technology system for promoting recycling economy in China are also studied.
