“城中村”现象是我国城市化进程中,因长期实行城乡二元化管理制度的障碍而产生的特有社会现象.“城中村”给城市土地利用、城市建设、社会管理、经济发展等方面均带来了新的问题.要解决这些问题,首要任务是改革现行与农村城市化不相适应的法规政策和管理机制,从源头上避免大量新的“城中村”产生。其次,对已成型的“城中村”,应从物质形态改造入手,以关乎村民根本利益的房屋清理确权为切入点,均衡各方利益,多渠道筹资,统一征地拆迁、规划建设、落实安置,推进“城中村”改造。

In our country, “village inside the city” is a social phenomenon in the process ot urbanization, resulting from the obstacle of a two - lateral managing mechanism in both the urban and rural areas. This paper analyzes the cause of “village inside the city”, explains the problems and conflicts appearing in the process on urban land utilization, urban construction, social management, economic development, etc. and presents countermeasures. The first task is to reform policies, rules and managing mechanism, which do not gear to rural urbanization and avoid large numbers of new “village village inside the city”. Secondly, we should redevelop the built-up “village inside the city”, through clarifying the house certification and balancing multi - lateral benefit, collecring capital, dismantling and transferring, planning . and constructing, supplying and arranging, so as to promote the redevelopment of “village inside the city”.
