九十年代后期,“三农”问题成为中国社会经济发展的一个大问题。“三农”问题的关键是增加农民收入。解决“三农”问题必须从统筹城乡发展,加速城市化进程,控制人口、进行农村人力资源开发,按照科学发展观的要求增加农民收入等方面入手。

The problem about “agriculture, countryside and farmers” has become a very big issue in social economic development in China from the late years of 1990s. The key of this problem is to increase farmers＇ income. The strategies to solve this problem are to plan the nation＇s development as a whole, accelerate the speed of urbanization, control the population in rural area and develop rural human resources, and increase farmers＇ income according to the demands of the scientific concept of development.
