Research on Philosophic Policy Decision of the Western Grass-roots Leaders

哲理性决策是决策者以价值尺度和理性认识为依据,对未来实践所做的设计和决断。但是,由于基层工作的特殊性,基层决策实践中往往存在古典决策理论常犯的错误。因此,在强调宏观哲理性决策基层化的趋势时,应把西蒙的有限理性理论作为探究基层领导干部理性决策观念优化的新维度。在此基础上,西部基层领导决策个性和决策运行机制都应体现“有限理性”理论的基本精神。

The philosophic policy decision is the decision and design for future practice, which is based on the value scale and reasonableness understanding. However, because of the particularity of grass-roots work there are always many mistakes in grass-roots＇ decision, which often exist in the classic decision theories. So the “Bounded Rationality” theories of Professor Simon should be used as the new division for the perfection of the grass-root leaders＇ philosophic policy decision when the trend of macroscopic philosophy is emphasized. On this foundation, the grassroots leaders＇ decision characteristics and the mechanism of decision should reflect the basic spirit of the “Bounded Rationality”.
