国有银行改革与国有企业改革的良性互动

Promoting the Sound Interaction between the State Funded Banks Reform and State Owned Enterprises Restructuring

考察我国的改革进程,可知深层的关键问题在于国有经济的战略性重组。如何把国有企业办成"真正的企业"和把国有银行办成"真正的银行",而这两方面又相互缠绕,相互制约,增加了解决问题的难度。我国加入WTO使大范围的配套改革成为更加迫切的、无可回避的事项,客观上也使我们得到了促进国有银行改革和国有企业改革良性互动的契机。国有银行改革与国有企业改革均属改革的"攻坚"内容,两者并非相互平行、互不关联,而是相互呼应、相互促进。

When studying the undertaking of China＇s reform, we can conclude that the key deep-seated problems root in the strategic restructuring of SOEs. Reshaping the SOEs to be the “true enterprise” and turning the state banks to be “true bank”, which are entangled and mutually constrained, make the reform more difficult. Being a membership of the WTO, large scale of matching reforms become imperative and inevasible in China, which objectively will provide a favorable opportunity for the sound interaction between the state banks reform and state owned enterprises restructuring. State banks reform and state owned enterprises restructuring are the core tough sectors in the reforming process, they should not be disrelated but reciprocal and inter-accelerating.
