县域经济发展模式:江苏省个案

The Development Mode of County Economy and An Example from Jiangsu Province

以江苏省的县级常熟市经济发展与金融支持模式为研究对象,从制度变迁、银政企关系、资源禀赋和金融深化等方面归纳了"常熟模式"理论价值以及由此产生的现实意义。"常熟模式"的典型性在于:从经济发展模式看,以个私民营经济为主导的县域经济发展模式符合我国县域经济的整体发展潮流,是大多数县都应遵循的发展道路;从金融支持模式看,以正规的民营金融——地方性农村金融组织作为当地金融支持的主体是我国县域经济值得探索的一种融资模式。

This paper takes the development of county economy and the sustaining of finance in the city of Changshu as the research object, and sums up the theoretical value and realistic significance of “Changshu pattern” from system transforming, the relationship among government, bank and enterprise, resource gift and finance deepen. This paper thinks the representative meaning of “Changshu pattern” including two aspects： From the way of economic development pattern, putting private economy as the dominant form in county economy is fit for the development of most county economy in China; From the way of finance sustaining, putting local rural commercial bank as the principal part to help developing county economy is a kind of financing pattern worthy to be consulted.
