Review on the Gobal Strategy of Exploitation in Huaihe River Basin

淮河流域是我国东部与中西部的连接中枢,也是我国南北长江经济带与黄河经济带的经济结合枢纽,具有良好的区位、人才、科技、教育等优势。经过二十多年的发展,目前,从战略上对淮河流域进行整体开发的综合条件已经基本成熟。建立健全相关法律法规、实施交通优先发展战略、树立以人为本的发展观,采取因地而异的政策扶持措施等是淮河流域整体开发成功的保障。

Being the centrum of Chinese east and the Midwest areas, the Huaihe River basin is the north-south economy combination of Yangtze River economy and the Yellow River economy too. It is equipped with many advantages,such as fine geographical position, talent manpower, advanced science and technology and good education ,etc. After more than 20 years of development, at present, the comprehensive condition of carrying on global exploitation has been basically ripe in the basin of Huaihe River.ha order to ensure the succession of its exploitation,we should set up relevant regulations,develop traffic priorly, and implement the supporting measures.
