无论在世界上哪一个角落．都没有任何人能享有毫无限制的自由和权利，这一点是不容忽视的事实；实际上，每个主权国于考虑市民应有的自由和权利时，都会以社会首要利益为准，制定最切合所需的法令。为了公共利益，一般人无可避免要作出某程度的调整，香港特别行政区的市民也不例外。
It must not be overlooked that in the world all over, hardly any people .enjoy the fullest concept of freedoms and rights. In reality, each sovereign state regulates by law such available freedoms and rights as would best serve the paramount interests of her community. For the common good, citizens have little alternative but to make some adjustments. The Hong Kong Special Administrative Region （HKSAR） is no exception.
