为了在广西电网发生事故时能在尽可能短的时间内按照《广西电网黑启动方案》恢复供电,提出了水电厂及变电站黑启动应注意的问题:水电厂应在油罐中剩余油压尚能满足操作要求的情况下,尽快恢复水轮机的运转及恢复厂用电;变电站在全停电最初1 h内做好相应的恢复供电操作,根据电源的容量预测切掉一些不重要的负荷线路,使电源恢复后变电站能自动来电,恢复正常操作。
