符合科学发展观的“全面小康社会”统计指标体系探讨

Improvement of "all-round well-off society" index system accordi to the view of scientific development

根据科学发展观去衡量全面小康社会,就必须要从反映全面小康的数量和质量指标的含义出发,提出可操作性强的全面系统的评价指标体系。本文遵循“以人为本”、结合科学的评价指标应满足的条件以及评价指标的设计原则,构建了具体的“小康水平”综合指标评价体系。将“全面小康社会”统计指标体系分为经济发展、社会发展、生活质量三个子系统,共34个指标,并采用“综合指数法”对小康水平的实现程度进行了实证评估。最后通过描述近两年的实际完成小康目标的现状,指出了其中存在的主要问题。

To carry out all-round well-off society according to the view of scientific development, we should sets forth the concept of the quality and the quantity of the statistical data based on the meaning of the all-round well-off society. Considering the quality of the content of statistical data and the expression of statistical data and the restraint on the Statistical data, this paper discusses the assessment standards of the quality of statistical data and the index system of assessment. This index system consist of three parts, they are economic development , social development and living quality index which formed by 34 variables. Finally it analyzes the process of all-round well-off society in two years recently by the method of comprehensive index, and puts forward related policy suggestion.
