Reflections on the Democratic Model of Socialism

民主政治问题是社会主义实践中最严峻的问题之一。社会主义苏联模式的失败原因最重要的一条在于集权政治孕育出特权精英阶层践踏民权与法制。实践告诫人们,绝不存在放之四海而皆准的“民主范本”。我国社会主义民主建设的关键在于民主的制度化、规范化、程序化;在于充分保障民众的公民权利,并限制和监督权力的滥用;在于充分借鉴包括资本主义在内的优秀政治文明成果。

The problem concerning democratic politics is one of the toughest tasks in socialist practice. One main cause for the failure of the socialist model of the former Soviet Union is the privileged elite produced by its centralized politics that trampled on the civil rights and legal system. The past experience has proved that there is no universally applicable “democratic model”. The key to the successful establishment of China＇s socialism democracy lies in its institutionalization, standardization and normalization to guarantee the civil rights and prevent the abuse of power. Good experience and lessons from all other countries should be valuable to our socialist construction and political civilization.
