The Policy-making in the Political System at the Country Level: The Government-dominating Input and the Civilian's Political Participation: Also on the Input Mechanism of the Nationality-related Policies at Qiubei County

县域政治系统是县域政策的制定、执行和反馈的系统,在县域政治系统的政策议程中,政策输入具有政府主导输入的特征。政府主导输入强化了公共问题的政治系统的体认和意志,而忽视了政策过程中的公民政治参与,导致了县域公民政治参与的缺乏和不足,因此,增强公民的政治参与不仅是县域科学、民主决策的需要,而且也是县域社会主义民主政治建设的需要。

The political system at the country level is a system for its policy-making, implementation and response. In this agenda, policy input has the traits of the government-dominating input. This government-dominating input strengthens the recognition and will of the political system related to public problems but ignores the civilian＇s political participation, which leads to the county civilian＇s lack of political participation. Thus, more political participation by the county civilians is not only the basis for scientific and democratic policy-making but also the basis for the political construction of socialist democracy at the county level.
