摘要
20世纪90年代以来,我国强力推进的高等教育体制改革,结束了计划经济时代的高等教育条块分割、重复办学的局面,适应了市场经济发展的需要,实现了中央和地方多级化管理的办学体制,对于高等教育的快速发展,满足人民群众日益增长的文化需要,起到了非常重要的作用。但是,高等教育快速发展的同时也带来了诸多负面影响。高校组织系统内部决策层、执行层、技术层表现出了多种矛盾冲突。其组织成员的心态各异,有合作、顺从、折中、回避、强迫等类型。为正确解决高校合并组建中存在的问题,把由于合并组建造成的损失降到最低限度,促进高等教育走上健康发展的轨道,应正确处理规模与效益、结构与比例、精英教育与大众教育、数量与质量、育人与用人、个人与组织等六个方面的关系。
Higher educational system innovation has been impelled powerfully since the 1990's , which winds up the situation of its segmentation and running schools repetitiously under the planned economical times as well as meets the needs of market economical development and even makes all kinds of supervisory systems of running schools under the lead of Centrality and Locality, taking an important part in quickening Higher Education's development and meeting the public cultural needs increasingly. However, many side--effects have been caused with its fast evolution: various antinomy conflictions are lying in inside organizations, such as its decision--making department, its implementing and technological ones. Members in its organization have different ideas: collaboration, obedience, spliting the difference, shying away and coercion, etc. Relations should be disposed rightly between scope and benefit, configuration and proportion, elegant and popular education, quantity and quality, raising talents and countrymen, individual and organization to solve the existent problems correctly in Higher Education's combination and construction and lower its tosing as possibte as we can and therefore make Higher Education devetop heatthity.
