改革进入新时期,中国面临着新环境。政府和社会、政府与市场的关系随之发生变化,进而中国政府治理模式需要创新。改革至今,中国管理型政府治理模式已经面临着新的社会环境。首先,改革以来社会失衡、社会断裂日益严重;其次,社会进步促使价值理念多元化,需求多样化;最后,社会发展促使营利性组织、非营利性组织和社区力量不断增加。新问题、新需求和新力量促使管理型政府向管理合作型政府转变。

With Reform entering a new era, China faces new surroundings. This changes the relationship between government and society and between government and market, which requires the creation of a new model of governance. Since the reform, the Chinese governing model is faced with new societal surroundings in which the new problems, new needs and new force compel the government to transform into a management and cooperatire government.
