关于建立和完善我国石油储备制度的设想

Initial Plan For Establishing a Chinese Petroleum Reserve System

目前我国的石油储备能力远远不能适应石油企业和国家应付某些突发事件的需要,因此应该借鉴美、日等国的石油储备经验,有计划地建立我国的石油储备制度,分步建立和完善符合我国特点的石油储备体系。近期应结合战略储备做好“九五”储备规划工作,确定合理的储备规模、储备方式和储备管理运作方式,研究我国石油储备的商业运作和紧急状况下的应用,组织各方面专家研究制定有关石油储备的政策法令,保证战略石油储备实施和运作管理的规范化、法制化。

China's petroleum reserve capacity is presently far too weak to meet the needs of the petroleum industry and the government in the event of emergency. China should therefore utilize the experience of countries such as the United States and Japan to establish a petroelum reserve system suited to the specific needs of China's petroleum industry. In the short term, strategic reserves should be consolidated according to the provisions of the Ninth Five-Year Plan (1996- 2000). Rational reserve scale, reserve structure, and effective methods of reserve management should be determined ; commercial and emergency utilization of the national petroleum reserve studied) and experts consulted concerning the establishment of laws and legislation to guarantee the stan- dardized and legal implementation , operation , and management of strategic petroleum reserves.
