摘要
频繁爆发的危机给公共领导活动既带来挑战,又带来机遇。危机领导要成功地迎接挑战,化解危机,必须满足公众在非常状态下的各种不同的期望。“危机—改革论”对改革领导成功利用机遇,顺利推行改革具有指导意义,但危机提供的改革机遇并不如人们想象的那么多,主要原因就是危机领导与改革领导之间存在不同的特性。因此,改革领导必须认识到“危机—改革论”的局限,以避免危机改革过程中的盲动性。
Crisis leadership is a tough task for political and bureaucratic leaders.This article documents the persistent tensions between the expectations and realities of crisis leadership.It explores the crisis-reform thesis that crises provide key opportunities for reform.The very occurrence of a crisis is then thought to expose the problematic status,making it easier to gain momentum for alternative policies and institutions.We argue that the opportunities for reform in the wake of crisis consciousness are smaller than that often thought.The prime reason is that the requisites of crisis leadership are at odds with the requirements of effective reform.
