摘要
“三农”问题（农业、农村和农民问题）是关系经济社会发展全局和人民群众根本利益的重大问题，它是当今中国最宏大的课题之一，任何一招，牵动的都是9亿人。党中央、国务院明确提出必须坚持把解决好“三农”问题作为全党工作的重中之重，任何时候都不能放松。解决“三农”问题的关键是农民增收。农民增收缓慢已成为我国经济社会发展的一大障碍。
Problems facing agriculture, rural areas and farmers are of great importance as they are closely connected with overall economic development and people＇s principle benefits. The Central Committee of CPC and the State Council stressed that the issues should not be neglected at any time. The key point to solve them is the increase of farmers＇ incomes, which has become an obstacle in the development of economy and society of our country.
