A Brief Comment on the Executive Power of the Government

对政府执行力的研究具有紧迫的理论意义和现实意义。执行力的涵义首先源于对行政法意义上执行力的理解以及对企业管理上执行力概念的解释,它主要是指政府组织有效地执行公共政策、决策、法令、战略、计划以及完成政府既定目标的政府内在的能力和力量。政府执行力的主要构成要素及影响因素包括政府执行主体、执行资源、执行制度以及执行环境,各要素之间的优化组合,有利于政府执行力的生成及提高。

It is crucial both in theory and in practice to make an approach to the executive power of the government. This power, the connotation of which derives first from the comprehension of the executive power in administrative laws and the explanation for the executive power in business managements, can chiefly be defined as the ability to government＇s effective execution of public policies, decisions, decrees, strategies and plans, as well as the completion of its established objectives. And its structural and influenced factors include executive body, resources, systems and environment, optimal grouping of which is beneficial for producing and enhancing of the government＇s executive power.
