Investigation on the Hygienic Quality of Cosmetic in Urban Area of Luoyang in 2004

[目的]了解洛阳市化妆品的卫生现状,规范化妆品生产经营活动,维护消费者的合法权益。[方法]2004年3～5月,对洛阳市市区化妆品生产、销售与使用的化妆品进行调查。[结果]检查9家生产企业,卫生设施简陋,抽检的13份样品各项卫生指标全部合格,4份包装上没有标注产品批号;在23家销售单位抽检样品285份,合格率为82.11%,大型商场、超市、化妆品专卖店销售的化妆品卫生质量明显高于小型商场、超市,不合格的普通化妆品是标识不全,特殊用途化妆品与进口化妆品不合格的主要问题是无相应的批准文号;检测公共场所使用的化妆品150份,合格率为85.33%,宾馆样品明显高于美容美发店、公共浴池样品,不合格的样品宾馆客房主要是生产日期、保质期未标注,理发美容店主要是特殊化妆品不合格,浴池主要是大包装化妆品标识不全。[结论]小型商场、超市销售的化妆品,美容美发店、浴池使用的化妆品,特殊用途化妆品、进口化妆品,是今后卫生监督的重点。

[Objective]To find out the hygienic quality of cosmetic in Luoyang, standardize the production and management of cosmetic, safeguard the legitimate rights and interests of consumers. [Methods]Investigate the production, sale and use of cosmetic in urban area of Luoyang from March to May in 2004. [Results]The facilities of nine manufacturing enterprises being checked were simple and crude. The hygienic indexes of 13 samples inspected randomly were all qualified except 4 of them had no batch number on the package. 285 samples were selected randomly from 23 selling agents and the eligible rate was 82. 11%. The hygienic quality of cosmetic was obviously higher in large-scale emporium, supermarket and cosmetics monopolized shop than that in small-scale emporium and small supermarket. The unqualified ordinary makeup had incomplete identification. Special use cosmetic and importing cosmetic were unqualified mainly because of having no sanctified code. 150 samples used in public place were inspected and the eligible rate was 85.33%. Samples in hotel were obviously higher than that in cosmetology shop and public bath. The unqualified samples in guest room of hotel were mainly because of having no yielding date and quality guarantee period, in cosmetology shop were the ineligible of special use cosmetics, while in piscine were mainly because of the incomplete identification on the whole package. [Conclusion]The cosmetic in small-scale emporium,small supermarket,cosmetology shop and piscine, the cosmetic for special use and the cosmetic being imported are the keystone for sanitary inspection and supervision in the future.
