循环经济是一种新型的、先进的经济形态,是集经济、技术和社会于一体的系统工程。发展循环经济是实现可持续发展的最佳途径,同时也是保护环境和削减污染的根本手段。生态工业园区作为发展循环经济的载体在我国还处于起步阶段,完善生态工业园区的建设是一项迫切的任务。

Recycled economy is a new and advanced economic pattern, and a system engineering of economy, technology and society. To develop recycled economy is the best way to implement sustainable development, and the basic method of protecting environment. Eco- Industrial Parks （EIPs） as the carrier of the development of recycled economy still remains the primary stage in China, so Perfecting the construction of Eco -Industrial Parks is a urgent task. This paper, benefited from the successftd experiences of developed countries, deals with recycled economy theory, and analyses the conditions to build EIPs.
