Science and Technology Strategy Developing Hunan's Agriculture in WTO Framework

湖南是中国农业大省和农民大省,但农产品出口2003年仅占全国的0.87%,主要原因是国际市场的绿色壁垒把湖南农产品阻之于大门之外。针对加入WTO给湖南农业科技带来的影响,必须要加快湖南农产品质量标准和安全体系的建设;要围绕优势农产品加强核心技术开发;充分利用“绿箱”政策,提升科技对农业的支撑能力;实施人才培养计划,造就一支高素质的农业科技队伍,才能保持在全国的优势。

Hunan is one of the biggest provinces in agricultural production and population in Chlna.But its agricultural exports only occupied 0.87% in the whole country in 2003. The main cause is the green international barriers its agricultural exportation. For overcoming the influence on the agriculture science and technology by the rules of WTO, the following issues are studied. Such as speeding up the construction of agriculture product quality standard and security system, strengthening the core agriuclturnl technology. The support capability to agriculture science and technology should be advanced by the sufficiently utilized “ green box” policy. A high quality agriculture science and technology force should be established by implementing the scheme of human resource training.
