关于建立完善我国政府采购管理体制的思考

Some Thoughts on Improving the Government Procurement and Management System in China

建立完善科学规范的政府采购管理体制是政府采购高效运行的重要条件。政府采购实践中存在着管理体制不完善,管理与执行职责不清等诸多问题,与《政府采购法》的规范要求存在一定的差距。应该在借鉴国际政府采购管理经验的基础上,结合我国的实际加以解决。

The establishment of and improvement in a sound government procurement system is essential to insuring the high efficiency of our government procurement practice. Current government procurement system as stipulated in the Government Procurement Law of China is characterized by the separation of the centralized government procurement agencies and their regulatory bodies, as well as the co-existence of centralized and localized procurement models. The division of labor and check and balance of power are supposed to be ensured with this two-tiered procurement system.However, the government procurement practice in real life falls short of the requirements of the Government Procurement Law in terms of business process management and execution.
