In accordance with the characteristic of regional water resources system having complex structure and many factors, In the computational principle and system generalization rules the conditions including multiple water resources, multiple hydraulic engineering and multiple water users are consider. Based on allocation rules the concept and simulation model are demonstrated. The application of the model to the reasonable allocation of water resources in Hebei province is introduced in brief. It turns out reasonable and reliable.
